Measurement Cost:
Measuring anything expends valuable enterprise time and resources. It is not always economically efficient to expend resources for measurement, but unless the measurement cost is well understood it can be difficult to judge. Measurement is almost always an overhead function and, while often critical to process improvement, excessive measurement overhead can significantly impact enterprise profitability.

MMD™ considers that measurement cost determination is a key element of any proper change management process which involves new measurement processes. Existing measurement processes should be evaluated for such costs in order to better recognize potential process improvement opportunities. Measurement Cost data is a key input to a Return on Measurement evaluation.
